Abstract
Ayres Associates provided Dodge County, Wisconsin with digital, 4-band orthoimagery services in 2023 as part of WROC. The aerial imagery was collected on April 9th, 10th, and 11th using a Microsoft Vexcel UltraCam Eagle M3 sensor mounted in a fixed-wing aircraft. Aerial imagery was collected to support 0.5 foot ground sample distance (GSD) orthoimagery to meet ASPRS Class II horizontal accuracy specifications at 1" = 100' map scale. The 6-inch pixel orthoimagery was produced to meet or exceed a horizontal accuracy of 1.4 foot RMSE according to ASPRS Positional Accuracy Standards for Digital Geospatial Data. Resultant orthoimagery was rectified to a DEM created from existing LiDAR acquired in 2017. Orthoimagery was delivered in PLSS section GeoTiff and MrSID tiles and a project wide MrSID mosaic. The orthoimagery was delivered according to a section tile schematic. The project area covers approximately 907 square miles. Supplemental Information: The Wisconsin Regional Orthoimagery Consortium (WROC) is a multi-entity group of county members and partners led by regional planning commissions (RPCs) and WROC representatives from Ayres Associates. The goal of the consortium is to build and sustain a multi-participant program to acquire digital orthoimagery and elevation data throughout Wisconsin. Orthoimagery was collected for Dodge County in 2020 to provide consistent deliverable products and accuracy standards for each of the participating entities.
Purpose
This data is intended for reference and mapping purposes, and may be used for basic applications such as viewing, querying, and map output production, or to provide a basemap to support graphical overlays and analysis with other spatial data. [This project established digital, 4-band orthoimagery for Dodge County, Wisconsin as part of the Wisconsin Regional Orthoimagery Consortium (WROC).]

Process Step
Description
Ground control consisted of photo identifiable surveyed points. The imagery was collected using a Microsoft Vexcel UltraCam Eagle M3 at 14.5cm GSD. Image quality was verified during the post flight review phase. Factors considered during this review included, but were not limited to, the presence of cloud cover, contrails, light conditions and sun flare. A rigorous Aerotriangulation process was performed and supplemented by the photo ID survey points. The triangulated strips were rectified to a DEM created from existing LiDAR acquired in 2017. The imagery was mosaicked using manual seamlines generation and tone/color balanced to a project-wide consistency. PLSS section RGBN tiles were extracted from the mosaic and each individual tile was reviewed for artifacts and anomalies and adjusted as part of quality control procedures. The images were reviewed for rectification problems such as bridge displacements and seamline issues caused by the underlying digital elevation model. When necessary, local corrections to the imagery were performed to minimize such effects.
