This map shows the historic Home Owner Loan Corporation (HOLC) graded boundaries, These boundaries were used in the 1900s to determine eligibility for low-interest mortgage loans, and they were heavily influenced by racial boundaries. Areas that have suffered decades of depressed home values due to redlining and other government policies face greater challenges in overcoming segregation and social isolation. Identifying and acknowledging these areas can help residents and policymakers to target strategies to mitigate the damage and rebuild neighborhoods.
