- Ayres Associates was contracted through the North Central Wisconsin Regional Planning Commission (NCWRPC) for the creation of 12-inch pixel county mosaics and DOQQ tiles from the native resolution digital orthoimagery produced under the Wisconsin Regional Orthoimagery Consortium (WROC) in 2018-20. This project established county mosaics and DOQQ tiles for state and federal partners using WROC member data acquired under the Consortium. The coverage area included all 72 counties in Wisconsin which was flown in spring 2018, spring 2019, and spring 2020 under leaf-off conditions. The 4-band (RGB-NIR) aerial imagery was collected using Vexcel UltraCam Eagle, Leica ADS 100, and Leica DMCIII sensors outfitted in a fixed-wing aircraft with onboard GNSS/IMU systems and gyro-stabilized mounts. The native resolution aerial imagery was acquired to support 3-inch, 6-inch, and 12-inch ground sample distance (GSD) specifications. Resultant orthoimagery was rectified to DEMs created from new and existing LiDAR data. Orthoimagery was delivered in GeoTIFF format. The re-sampled statewide 4-band, 12-inch pixel DOQQ orthoimagery was produced to meet or exceed a horizontal accuracy standard of 4.8 feet at 95% confidence level according to ASPRS positional accuracy standards for digital geospatial data.

- The Wisconsin Regional Orthoimagery Consortium (WROC) is a multi-entity group led by regional planning commissions (RPCs) and WROC representatives from Ayres Associates. The goal of the consortium is to build and sustain a multi-participant program to acquire digital orthoimagery and elevation data throughout Wisconsin. Orthoimagery was collected to provide consistent deliverable products and accuracy standards for each of the participating entities.

- Description
- Ground control consisted of photo identifiable and paneled surveyed points. The native imagery was collected using Vexcel UltraCam Eagle, Leica ADS100 and Leica DMCIII sensors, which was acquired to support 7.25, 14.5 and 30cm GSD. Image quality was verified during the post flight review phase. Factors considered during this review included, but were not limited to, the presence of cloud cover, contrails, light conditions and sun flare. A rigorous Aerotriangulation process was performed and supplemented by the ground survey locations. The triangulated strips were rectified to DEMs created from new and existing LiDAR data. The imagery was mosaicked using manual seamlines generation and tone/color balanced to a project-wide consistency. DOQQ RGBN tiles were extracted from the statewide mosaic and each individual tile was reviewed for artifacts and anomalies and adjusted as part of quality control procedures. The images were reviewed for rectification problems such as bridge displacements and seamline issues caused by the underlying digital elevation model. When necessary, local corrections to the imagery were performed to minimize such effects.
